I’d like to ask about converting clothing items into independent draggable objects.
My goal is to take a piece of clothing that the character is currently wearing and turn it into a separate Atom that I can drag or place next to the character — like when the clothes are taken off and laid beside them.

Nope. You can't convert clothes into individual atoms. The only potential thing you could do is drag a current active clothing with cloth grab spheres, but that's pretty much it.
