I am enjoying making scenes at the moment with more than 2 atmons, however if I have more than 2 my fps drops significantly to around 20fp, is this normal? I got the givemefps plug-in, and setting all on low.

I got ryzen 5 3600
amd Radeon rx 5700 xt

You bet it's normal.
Disabling soft body physics will help, especially the glutes, hair and clothes are also major FPS hitters.

If you play @1440p or with VR, I would say that's about right for mid-tier hardware that is 5 years old.
RX 5700 XT might be 1440p card back in 2019, but now is just 8 GB 1080p card.
Tbh you should look into GPU upgrade and if you are planning to stay on AM4 platform also consider CPU upgrade (5700X3D/5800X3D).

I had Ryzen 3600 combined with RX 5700 (non XT), maintaining 60 fps with more than 2 atoms at 1080p max settings was impossible.
Bouncing ~45-55 fps with 2 spot lights.
There was my go to option to tweak tessellation inside radeon drivers to squeeze ~5 fps, but AMD broke it in recent drivers.
