Could someone make a scene with a chair similar to the one Noone made
with a electric stim dildo vib mounted on the chair seat like the pic below?
If it had emotion and audio would be awesome. TIA

It should be fairly easy to do this. You could try do do it yourself

The Noone chair is already available on the Hub thanks to @TGC. There are also multiple dildos & gags on the Hub.
Adding good sounds & emotions would be the most time consuming part. But you could use some plugins like E-motion or maybe Bhaviour - I never took the time to try them much, but something like this could do the trick here.

How would I make her stay in the wrist and ankle restraints
and give her wiggle movement?
I know you can lock the points but they don't always stay in place?

Just put her in place on the chair: chair collision (with its restraints) will do the rest.
Then you can make the wiggle with whichever animation method you prefer (AnimationPattern, CycleForce, Timeline, IdlePoser...).
