Why aren't looks hub hosted?

I'm confused. Looks that seem like they are only using hub resources aren't showing up as hub hosted and looks that I think were previously hub hosted no longer are. What am I doing wrong?
 
Well the look went up on the hub for reasons unknown to me. Thank you to whoever fixed that for me. Much appreciated.
