How are you connecting? VPN? Through School or work Proxy? Have you tried adding exceptions to vam for AntiVirus? Oh, and IS YOUR HARD DRIVE full? Also, have you tried going straight to the hub and downloading the resource and placing it in AddOnPackages to see if it works, the download and the functionality? I'm shooting from the hip here, but if it fails on the hub too, it most likely outside of VAM. If you can screen shot the error, or the experience with a screen record, others might be able to help as well.
I'd also check your windows logs during the failure, see if anything is logged, SYSTEM and APPLICATION logs are a good starting point.
