I've also done it with G3 to G2. It worked for me. Are you sure you did the Adjust rigging to shape step?
 
I have a question. Does DAZ Studio 4.23 no longer allow exporting morphs? Should I install an earlier version, or is there another way?

for new version of daz use Modifier Assets(s) option it same like morph Asset(s).or you can use daz 4.21 it has that option after that all version later of 4.21 has morph asset deprecated.

i have strictly follow the pdf step and yes i have adjust the rig. after pdf step 18 when set parament min to zero .in step 19 was to adjust figure rig .afterward set ERC freeze. but it also get deform in daz3d.i will try again. or should i adjust something which is not mention in give pdf .the pdf I have it instruction of Genesis 8. I assume it same of G2?
FYI: English is not my Native laguage . i hope you understands what I am saying. and Thanks for response

WHATS THE ISSUE?
 
On a previous post, @sainrocky484 showed deformed fingers when the model was posed. It definitely looks like a rigging issue. When starting the conversion process, the G3 model has to be at 1.0 scale. G3 still uses the T-pose, so don't apply the G2 pose to that. If you post the obj file created in step 13 here, I can try running the rest of the process.
 
after adjust rigging to shape always align rig in order to fit the bones and do check, bones are not out of order like off axis ,before freeze it.
