rough explanation: inside package builder goto 'Add File...' and select your 'scene.json',
then prep & finalize package.

EDIT: Not 100% sure if question was about hub hosting or creating .var package.
I assumed you know how to upload, since you already have one .var asset uploaded (not great folder stucture).

I think this question is about uploading on the Hub.

Just go to the resources page and hit the green "Add resource" button in the top right.

Thank you. It was about creating a .var for private use. Not for public hub.
