Question How to turn off infinite pan for ctrl + [pan direction]

If I hit ctrl + [any pan direction], the camera starts to infinitely pan in that direction with no way to stop it. I can press and hold ctrl again and it will stop until I let go of ctrl. And I can sometimes hit ctrl + [opposite direction] and it will pan infinitely in the opposite direction. Is there a way to turn this "feature" off? Or at least stop it when it starts?
