Question How can I create a customized skin in skin select (skin library)?

No, you can't add new skin section/category (it's hard coded into VaM).
You have to use one of existing skins (with UV that fits your textures).

However you can mass import all textures, just make sure they are named correctly (for mass import).
You could create base skin presets (for each UV: custom-base, danika-v5, vianne-v6) without textures (with same material settings), and just mass import textures.

I know there is a way to save the "skin preset", but it would be more convenient to just integrate everything into a new custom item in the skin library. Then I would be able to further customize it with new layers of skin textures.
You don't "layer" skin textures, when you load new diffuse, it simply replaces it (100% "overlap"), no layering (or alpha adjusting).
However there's Decal Maker plugin that let's you layer decals (if you wanna layer those).
