Dependencies are read from the meta.json file inside the VAR you'll create. The depend.txt was the old way before VARs, it reflects the contents of the meta.json, but it's pretty useless nowadays.
Do make sure to read the packaging guides in the Wiki Guides to not having tons of unneeded dependencies.
