Stuck on Loading - Creating Atom when loading CUA

Everytime I attempt to use CUAManager to load a CUA hair for a character in the top right it shows a menu saying Loading - Creating Atom which never goes away and the hair never loads in. This only occurs on scenes with a couple things in them, in almost empty or generally simple scenes the CUA hair loads just fine. This occurs for every CUA I attempt to load via CUAManager, hair or accesories.
