Scene Physics Manager - Scene plugin to setup Physics Rate and Cap

Another simple plugin to set on scene load a physics rate and cap.

The settings do NOT reflect in Vam´s own preferences drop menus because Vam structure won´t allow it, but the effects are indeed happening.
