No, hitting the "Like" button, leaving a review, or reacting with an emoji will NOT add a resource to your "Watched" resources list. A simple test can show you that. It is also not in the code at all on the back-end.
What will automatically add a resource to your "Watched" list is clicking the "Download" or "Go to pay site" buttons.

Aww so that was the case? I probably misunderstood because I always press that (white)like button then follows with a download or patron. thank you for correcting that

But this would also include forum replies, right?
I'd be down for checking this for resources but not forum activity.

This is true. I have confirmed that this setting also affects forum activity.
