Not 100% sure what you mean, but possibly my PowerHandles plugin is used? Among other things it allows scaling of the green controller icons as well as blue/white handles.

Thank you for your reply, I mean his manipulator(below image) is bigger than me, my manipulator is small and it's hard to manipulate.Not 100% sure what you mean, but possibly my PowerHandles plugin is used? It seems like this manipulator will scale when camera is moving. Can I fix its size?
