Yes and no. Some resources ask for a specific version of a plugin, so if you delete it it will show up again to be downloaded as a dependency.
Plugins are tiny, often just a few MB in size or less, while textures in a look can easily account for 100 MB each. If you're concerned about disk space don't worry about plugins, worry about looks.
