Not fully covered in gems/shiny stuff but I've seen a few female shoes somewhere mostly paid I can recall. Not sure if AWG had any.

This is the closest I got AWG They have some shoes with stub spikes also but . If you use the in game hub and search shoes I'm pretty sure you will find ones that look like it. You'll just have to brows through all.

Not sure how to get that mirror shine, but I made some sequin textures for you that can be used on any shoe you want (You may want to play with the texture scale depending on how the shoes are uv unwrapped).
I tested them out on these G_Strips by MrGiggly.

I had to play with the material settings a bit to get it to look right. (mainly specular bumpiness/offset, intensity and gloss.)
