i'm trying to find an asset or plugin that has heat effect like from fire but without the fire.
does anyone knows of an asset or a plugin that can do that?

Heat haze? It can be done with a particle system. There are no library available at the moment but this is something I can add to VAMStoryVFX someday.

Unironically I was trying to find an asset for it this week. While I couldn't find any, I did come up with a rough workaround using VAMCUI that suffices for now, while hazmhox implements the proper thing on VAMStoryVFX. It's based around using a UIText atom as a glassy texture and animating it. I know it sounds weird, but trust me on this.

First add a UIText to the scene, then add VAMCUI to it. Go to Scale tab an increase it to a ridiculous number, like 100. The idea is that the UIText can get across the entire horizontal field of view. Go to the Text tab and leave as following (Canvas Y Size can be adjusted depending on your scene tho):

Add three more UIText copies, and create a box around your scene, like so:

Add VAMCUI and AutoThruster/Timeline to the texts (create a preset of the first text to make it easier). Inside the VAMCUI UI, leave as follows:

Animation can be configured depending on your preferences, the idea is to create a loop in which the heat effect goes up and then instantly goes down to reset the loop, attempting to create a seamless transition. Below's a sample of the final effect. What you can also do to increase the realism of the effect is to add multiple walls to each side of the box, like one UIText behind another, and animate them on different timings. The effect gets better than the one shown in the video, and you can also play with distancing/transparency of the effect the farther away it is from the main scene environment.

Hope it helps.

To make it smaller (like a campfire), you can enable the option inside VAMCUI UI for the UIText to rotate towards the camera, such that the blur is always facing you. It's not a 3D effect but it gives the impression it is.

Edit: Better to show than to explain. Like this:
