VaM 1.x How to package clothing with clothing plugins?

I have made a lot of clothes myself, and I am very familiar with packaging regular clothes into VAR. The problem is that after packaging clothes containing clothing plugins such as STOPPER and packaging them into VAR clothing according to regular packaging, I tested that the clothes did not include plugins. How can this be resolved?

Why would they need to include the plugin?
The plugin is simply ensuring everything works, you'll have a reference to the plugin, everyone will simply load your presets and it should work. (unless I'm missing something you have in mind)
