HELP! I borked the UI

I borked the UI somehow. It's up at the top. As you can see from the pics below. I have tried the "hard reset" button (I've also exited and restarted, obviously, and until now did not realize that changes I make apparently save even if I don't "save" anything?). I've tried going into creator mode, loading a scene, anything I can think of - it still puts the UI at the top when I toggle it on/off. I have googled but can't find anything on this. I'm on desktop (no VR), if that's relevant. Grateful for any help here...

SOLUTION = (move/rename/delete) prefs.json to force it to refresh. Voila.

Since 'changing' perfs.json worked, you probably changed UI Offset (under 3 dots), maybe by accident.
That setting is storred inside perfs.json as "monitorUIYOffset".
