How do we disable the EULA screen each time we open VAM?

You probably installed VaM into a folder that is write-protected. That means VaM is not allowed to save anything...including the info that you already saw the EULA page. For example installing VaM into the "Program Files" or Windows folders would cause something like that.
Move your VaM installation somewhere that is owned by the Windows user account running it. Just creating a folder C:\VaM\ and installing VaM in there should do fine. When actually moving (and not reinstalling) make sure file-access rights are fixed, too.
 
Hmm I put it into D:\Vam but I still get the pop up each time.

Can you point me to which .exe or file I should be giving file access to?

The user account you are running VaM with (probably the one you are logged into Windows with) needs read and write access to the entire VaM folder with all its files and subfolder and their files and so on.

Hmmm I'm running as admin, so not sure what's causing the issues.
