Is there a plugin that allows you to control the speed of a scene's animation / timeline? I know the default UI has an animation section that allows you to do this but most non-mocap scenes don't allow you to use this functionality. Some scenes just progress to slowly and I would like the ability to control the animation speed.

Solution
Timeline has various speed options, like Speed (Global) or Speed per animation.
Changing these may have unintended side-effects, like physics issues, skipping triggers, etc. Scenes are not like videos where you fast forward easily. It may be fine, but can also destroy the scene.
Not sure whether I understand what you req, but if you open the add atom menu (+) and go to scene animation tab, altering the animation speed will alter a Mocap animation.
