Can't open app after installing

Just installed 19.2.2 and when I try to open app, it displays a small window with a red exclamation point and then doesn't open. Tried rolling back to 19.2.1 and same thing. Tried opening with the batch files for VR etc, still won't open. Pancake won't even open. What gives? Is there some weird way to get it working I'm not aware of?

For whom it may concern: This was solved by disabling Citrix (was answered on Reddit by Huffie00).
