I have a old scene where the female atom legs randomly change positions. The problem with the scene is that the legs are a little to bouncy when switching between and during animations. How do I restrict/reduce the leg movement without disrupting the animation?

Solution
You could try increasing "Hold Position Spring" and "Hold Rotation Spring" on the atom's lFootControl and rFootControl. Changing these settings should make those controllers follow their animations more tightly. Also the same should work for Knee and Toe controllers if they have animation.
