An awesome scene with a lot of nice touches and attention to detail.

I'd like to know how you made this scene, or any tips you can give me for making animations like this, it's something I'm interested in making.

its VaMs default stuff so you just need to learn how to use all of it in general like animation patterns, cycle forces, variable triggers. then you just need to get a little creative with the options and parameters for those tools.
Useful plugins i use:
-default floatparamrandomizer
-VUML + Action grouper
-pump trigger
-act randomizer
