Does anyone know if its possible to block the eyeball reflection (white gloss/spec) when the eyes are closed, or during blinking?

You can use a different reflection clothing asset. I don't think there is a way around it.

Not really a viable solution, but I did try something like this once. Basically, I focused on just the Eyes Closed morph/pose and used VUML to continuously monitor it. Then I used VariableTrace to change the alpha of the eye reflect clothing in relation to the VUML value being read. Worked pretty well except doesn't account for all other eye morphs out there like squint, worry, etc.

Sometimes, the eyeball shape causes this. There's a morph called Eyeball Depth DD that can move the eyeballs in or out. Moving them in just a little might fix this. That morph is in the Spacedog Import Reloaded lite pack. It's on the hub.

You can also adjust the depth with changing the surface offset in the adjustment panel.
