I have seen scenes with characters that can talk. Is there a plugin? How does that work?

There is a plugin but it is not needed since the built-in feature works just as good.

VAMStory has introduced a system that allows you to control voice over samples.
Combined with the lipsync feature included in VAM + some clever scripting, you can do that : )

If your question is "can I make my own character speak without having the voice over recording first", then no... it does not exists. At least, in a "controlled manner". You could look at Voxta for AI driven character tho.
