Question Plugin to trigger on "mouse over" / "hover" / pointing in VR at something

I'm curious if there is a plugin that I can load to an atom, which triggers when a mouse or VR laserpointer is hovering / pointing at the Atom. This could be used to make a card game, or increase or highlight buttons when being moused over.

Is there such a plugin or way of achieving this?
