Question Node rotations bound to an adjacent node?

Is there a way to have relative coordinates for nodes connected to adjacent body parts? For example the ankle is apparently connected to the shin (which is not a control node). When I rotate the person control node the rotation for the ankle is completely thrown off as it is following the global coordinate system. This is not helpful in this case. I need a rotation of the ankle that is consistent when the person is in a car or kicking their foot at a moving target. This would mean that the foot rotations would only be bound to the adjacent node (shin, knee, etc.) at all times and at any location on the grid. Hoping this is not the wall that binds me so any assistance with this would be greatly appreciated.
