I'm bad at desighing lighting of the scene, especialy when the enviroment is full of things. There will aloways be something blocking some light when i move the light rig to new pose. Scence the lighting change the appearance of the charactor a lot it bothers me a lot.
Is there anyway to freeze the lighting on character like this plugin do but without freezing the charater ? https://hub.virtamate.com/resources/freeze-2d.61604/
Or is there any plugin that can make the light go through every atom except the one I chosed?

You can parent link lights to a person's chest or hip and it should make them stay relatively consistent in most poses. I don't think there's anyway to control light penetration though.

Alternatively, you could use the "FocusOnMe!" plugin which has lights that maintain their position and rotation around the player, so basically whatever you look at.

You can parent short range lights to the character in the atom control menu, so they move/rotate with the character. You may need to add other stationary lights for the background to keep the lighting in the scene looking consistent. Lights have a high impact on framerate, so don't add too many.
Spotlights are cheaper than area lights frame wise.
