How can I light the character like that? I've tried many ways with light bulbs but it doesn't work

The bulb shows in the scene.
Click the bulb.
The menu for the adjustments opens up.
Play around with the settings.
Lighting makes all the difference to a scene
Add more lights to make it even better.
Be careful, the more lighting you use, the more stress on your computer.

Learning lighting is a challenge. There are several lighting rigs you can load into your scene and adjust. A sample search link below. (Not sure if a search link works.)
