I don't have the ability to post in the bug reports thread, so I'm posting this here hoping it's helpful to someone

I ran into this error when attempting a fresh install -

"Failed to download V:\Games\VAM\AddonPackages\DJ.TanLines.1.var and will retry."

When searching online, I saw a few threads saying that this was a very difficult to trace error and that it was sometimes related to the CDN, sometimes other issues, and couldn't be reproduced.

I reproduced it! The problem was that I was out of disk space. That var got half way through downloading, then ran out of space, and that's the error I got.
Meshed, if there's ever an update to the updater, checking available disk space and popping up a relevant error could save you some bug reports!

Also, I was doing a fresh install in a new folder because my main install suddenly started crashing. I believe the root cause was that I was almost out of space, and while starting up it attempted to create a cache or other file and didn't have enough space. The log files said nothing at all about being out of disk space. So this is also a potential fix for random Crash to Desktop issues, especially on startup. Check your disk space!

After I deleted some unrelated files (uninstalled some old Steam games) and freed up space, my old install started working perfectly fine again. Something to check in your crash handler or to put in the log file!
