Hub download counts?

When a hub hosted resource is downloaded, the download count goes up. The download count for the hub hosted dependencies of that resource do not. Is this by design? My look Kennicat is shown with almost 2500 downloads, but there are two scenes I uploaded that use her that together have > 25K downloads. Just wondering what the reasoning behind this is.

I think I have an answer for my resources, but I think the general question still applies. In my case, the morph files from the Kennicat look were packaged in the scene vars.
