Feet always off the ground when changing the height of the character

The two morphs named "Height" and "Body Scale" will do that. The advantage of that method is that the hip stays about in the same place. The parameter "Scale" on the Control & Physics 1 tab scales the body while keeping the feet in place. This can break animations or action poses because the hip is not in the same place. It's a trade-off. There's no universal answer to this problem. You always have to fine tune after changing a character's scale.

How do I adjust the length?

There is a Legs Length morph, but it's the whole leg, not just the shin. Messing around with bone length can produce unexpected results.
