How do I start a scene animation??? It is stuck in place.

Sort of depends on the scene. If you downloaded one that was pre-built, there is probably a button or other UI object somewhere to start it. Make sure that there is no check mark in "Freeze Motion/Sound" too!

it is not the freezemotion sound or the button.
It is just a still position

That scene has a LONG list of dependencies. I'd guess maybe you're missing one? In particular, they appear to be using Timeline, so that would absolutely be necessary to have installed.
