Question Hopefully Easy Question For Someone Learning (Steam Effect)

I've been slowly but surely learning the ropes, but there's just one thing I've been trying to figure out with no luck. I'd like to replicate this steamy effect that I saw in one of IcyShdow's pieces (Credit/Shout-outs to him) I know that he said he only really uses AcidBubbles' Timeline which I'm familiar with, I just want to know how to replicate this effect. Any help will mean the world and will help me get to finally finish my first piece!

I would say the movement is time line and the steam has to be a asset. Probably Xstatic.

He might even have timeline when it resets to "reset" the steam asset.
