I try to avoid my opinion or hardware recommendations here - there is already to much 'brand XY is better'-fanboyism on the internet.
It should be clear that one can be happy with 'team-whatever-color' in the comparison tables.
About collected results:
Why compare Baseline 3 physics time?
It seems to be the hardest benchmark for the CPU and is therefore a good indicator for how 'capable' it is for comparisons.
Also the physics calculations are a typical bottleneck in 2-3 character scenes.

*slow = result is known to be slower due to the VAM installation not being clean
*1 = weird exception, with Physics Update Cap = 1 a result of 18.52 was achieved
*2 = read linked Threadripper user remarks and this
*3 = picked fastest B3 phys. result Spoiler#8 Tesselation 8x (2 times less) WITH morphs PRELOAD OFF
*4 = extrem GPU bottlenecked!

About collected results:
- only official Benchmark Version 3 settings
- only desktop mode, no VR
- only resolutions exactly or very close to 1920x1080 or 2560x1440 or 3840x2160
- systems are only roughly comparable due to different cooling, overclocks, bloated VAM installations, etc., check links, many users post more system details
Model physics runs on the CPU, and due to limitations in the Unity version Vam runs on, it's all constrained to a single thread, which causes the bottleneck. You'd need a utility that shows CPU usage by core too see it; one of them is probably pegged at 100%. Your best bet to improve your framerate would be to turn off high quality physics, and disable soft body physics on models/ parts of models that don't need it for the scene you're running.
Hair and sim clothing run on the GPU, so the good news is that you can turn up the quality settings of these without losing any frame rate.
