That seems to be inside some OneDrive cloud folder, maybe that makes trouble? Not a good idea anyway as it will be slow.
Use a plain and simple folder on your drive somewhere. The windows user account you use to run the Updater (and later VaM) needs to have full read/write rights in that folder, so don't use anything Admin-protected like C:\Program Files

its still happening. some people said they repeatedly ran it and it worked others used a torrent that no one is sharing anymore. im having the same issue rn.
