Hello, is it possible to filter a scene or a character to be black and white?

You can use the UserLUT module of PostMagic: https://hub.virtamate.com/resources/postmagic.161/

E.g. the included Desaturate filter. You can also make your own filter. Essentially take the base LUT texture, open it in Photoshop, GIMP or whatever and apply your color filter, save the texture and load it with the UserLUT module.
