Allow rating before downloading to avoid punishing older resources

If people already have a resource from another site (or from before hub), they cannot rate them here. That will be a disadvantage for older (but maintained) content as well as for anything not downloaded through hub.

I just had a bug where I downloaded timeline yesterday when it was posted. I came back to the page today to rate it and it prompted me to download it first.
