Fixed (1.20.1.6) A locally missing package, also Deleted from Hub (not downloadable), puts all other downloads into "queued" and nothing ever downloads...

Steps to reproduce:

Setup
add 'Thamara fuck' scene to your local installation, but without the cgomes.thamara.1 package locally (it's been removed from the hub, apparently)
cgomes.thamara.1 will show up in your list of missing packages/dependencies.
Remove any other var package with higher alphabetization from your install, so it appears in your missing package list AFTER the cgomes.thamara.1 package

Reproduce
Navigate to Missing Packages in the UI and select "Download All" or just "download" for the cgomes.thamara.1 package listed.
The UI shows cgomes.thamara.1 package as Downloading, then Downloaded.
All other missing packages show as Queued, but never download.

Navigate to the Hub and select any package for download with Dependencies.
Observe Queued items count increments correctly, but all downloads are stalled.
Try to navigate to Queued items gets no results
