You could try turning ON "breast hard coliders" in the breast physics 2 tab in person. Some model creators turn those off to get a nice natural saggy look, but if affects collision.

Not sure if it helps but if you increase "thickness" or "surface offset" in adjustments you can make the shoe a little bigger for a more oversized or puffy look. There are a couple of shoes available that look like the ones above.
You know there is a second tab in the jaw physics and triggers tab called "end actions", meaning that when the collision is removed (ie nothing is touching it anymore) you can trigger another action. So you can just turn off the plugin from there.
