For a while I've been on 546.17 and the previous version. All the never versions seem less stable to me.
It's not like these version crash all the time, but I do have occasional problems like:
rare (1-2 per week?) driver crashes. Windows / the driver does recover successful. It reloads...
just guessing:
-used a 3rd party packer tool to compress the var/zip files with settings not supported by VaM? (did not include "central directory" to read from)
-VaM has no access/permission to a folder/file to read it? exotic characters in VaM's path?
-defective / unstable hardware that caused...
My guess here would be that these are disconnected mesh parts. Needs to be fixed in Blender if that's the case.
If in Blender edit mode you select one face near a seam and grab it with 'G' and the seam edge does not follow - it is disconnected.

This seems to happen if the gender of the morph preset does not match the gender of the skin on the person.
Take a look in [Skin Select]-tab.
Notice the skin names and name of the morph presets.

Used a color picker on the sim texture where I assumed the shoulder part is.

The very common h.264 video codec is not supported by VAMs embedded browser.
If it's a video you have control over - encoding like this will work:
video: VP9
audio: ogg vorbis
container: webm
Chloe example video here (scroll down) works correct in VAMs browser.
In that case don't use a clean VAM to re-build your scene - use it to test your packaged scene build in your main VAM loads without errors.
This can be solved by loading your packaged scene in a clean VAM too.
Because all dependencies are missing in clean VAM (unless you know they are required...
Before investigating the performance further I would update that very old F7 BIOS first.
You never know what kind of undocumented motherboard / GPU incompatibility the BIOS updates have been fixed already.

The VPN connection could be using another DNS-server that blocks the request to resolve hub.virtamate.com.
Can be tested by setting it to Googles 8.8.8.8 DNS server temporary.
ISPs like to use this to block access to sites. Easy to work around.
VAM uses an old Chromium based embedded web browser Zen Fulcrum. It cannot be updated.
Mega (screenshot) has always been very picky about what browser it supports.

Out of curiosity in case I ever buy VR hardware - how long did your original cable last and how much did you use it?
If the cable signal quality is borderline (I mean it does still connect for pinosante) maybe it will still work on lower resolutions for a while until it fails...

What ASUS shows there is the solution for a card that could have higher power limit than yours. So that may not apply to your card.

I really doubt it, just an idea - maybe it's a VaM configuration issue. I mean that some setting is still set specific for your old GPU. I'm pretty sure you did this already - did you reset everything, clear cache, etc.?

From my experience I'd say it's not the PSU. 750 Watts from a brand like Corsair Gold certified should be good enough for a 3080 - unless you have some A LOT extra stuff like 8 more spinning hard drives connected to it.
The graphic cards manufacturers like to over estimated the recommended PSU...
Don't quote me on that, but I believe that mouse scroll zoom was hardcoded into VAM. It cannot be removed or replaced with a new function.
Once I tried to set my mouse wheel to increase/decrease the field of view.
The result was that simply both things (zoom and fov) changed at the same time...
As alternative without having to edit meta.json:
Would this work in theory to remove unwanted dependencies?
1) Have a 100% clean copy of VAM
2) Copy only your scene/look and the obvious dependencies to it
3) load and check error log
4) if something important fails to load, add it, save & reload...
