Question Is there any changes in the upload policy in the FREE section?

Recently, my uploads in the FREE category prompts a message "Awaiting Approval".
I'm aware that the policy for the PAID section has been changed since june, and it will go initially to the "awaiting approval" status, but I have not seen any policy saying that the policy holds to the FREE section also. Is there anything that I've been missing? Any hints for this issue? Thanks in advance.

We put some accounts on close watch when we suspect there is an association with another account that has violated our policies. Once we feel there are no issues, the restriction might be lifted.
