There is a known bug, which is fixed in an upcoming patch that sometimes causes all downloads to hang, so queued items never download. Until that patch comes out, I think the only solution is to do a hard reset and try again.
There might be downloads from another resource that wasn't yet finished. I don't know if there's a way to see _all_ downloads, maybe try "Open package manager" and "Scan Hub For Missing Packages...", you _might_ see them there.
