I have a pretty decent system but I'm being bottlenecked somewhere as I can't achieve much more than 30fps in max quality settings in VR even in simple 2 person scenes with nothing in the background. Here is my system:

I5-12400
ASUS PRIME B660M-A MATX D4
16G D4 3000 C16
RTX3070
Quest2 via USB link

Any idea where I may be getting hung up?

Solid hardware.

Did you crank up VR resolution to the max too? Try to lower it.
That's typically underestimated how insanely demanding it is for the GPU.
I'm not a VR-user, but I'd try the Render Scale-slider in the [User Preferences]-tab in VAM first. (works for VR only, not in desktop mode)

With a total resolution (both eyes combines) that equals ca. 4K (3840x2160) I'd guess your PC should do 50-60 FPS average ... that's a based on data from MaxGruber's inoffical VAM benchmark (V3). You'll find more in on the here.

The game is your bottleneck.
It really is true.
Can't you just hack some AI-upscaling like DLSS or FSR and also multithreaded physics into VAM 1.x Holy? 🙃
Just joking - things will get better/faster once VAM 2.x is out.
