Hmm, ok. Make walls, floor,ceiling of a HUGE size around the city scape - so everything is inside a "room".

Would love to have some aspects of this as separate assets, like the train and station, so the whole city wouldn't have to be loaded and positioned far off-origin to have a subway scene. (This is the only resource I've seen with any kind of good subway station, or a subway train with opening doors!)
