I'm not asking how to increase FPS, but rather if it is possible to set a cap, so that FPS never go above it. I don't need 300 FPS and an overheated video card. I'm perfectly happy with 60 or even 30.

Your options:
a) You can use VaM Desktop Vsync option to cap it at display refresh rate,
based on setting inside windows (under: Settings/Display/Adv. display settings/Refresh Rate).

b) Add cap inside graphics drivers (using Radeon Chill on AMD, Max Frame Rate on Nvidia), globally or per application (.exe).

c) I always disable vsync (it adds extra input lag) and use RTSS instead, cap it at 60 (globally) & call it a day.

d) If you only wanna cap fps inside vam (without vsync), maybe try MacGruber's FrameRateControl plugin (from Essentials pack):

Reason why i cap fps (aside from reduced heat, fan noise, stability, reduced CTD/driver crash when fps spikes) is:
Sometimes i get coil whine from PSU (when unlocked 200+ and gpu is stressed), really annoying (more than fan noise), never buying corsair PSU again.
I also stopped using freesync a long time ago (that thing was broken one too many times).

EDIT2: cleaned up my reply to make sense, for anyone else searching for same/similar answer
