b) Add cap inside graphics drivers (using
Radeon Chill on AMD,
Max Frame Rate on Nvidia), globally or per application (.exe).
c) I always disable vsync (it adds extra input lag) and use

Reason why i cap fps (aside from reduced heat, fan noise, stability, reduced CTD/driver crash when fps spikes) is:
Sometimes i get coil whine from PSU (when unlocked 200+ and gpu is stressed), really annoying (more than fan noise), never buying corsair PSU again.
I also stopped using freesync a long time ago (that thing was broken one too many times).
