please help vam won't run

So I downloaded the updated and ran the install. put it in a folder and when I double click on the vam desktop -- there is a box that flashes and disappears. I also sometimes get a "cannot find vam.exe" error message. Any hope in getting this to work? I tried deleting and reinstalling completely again and got the same thing.

Make sure that folder is not a restricted permissions folder like Desktop, Downloads, Program Files, etc.
Run vam_updater.exe and do a core check or Repair All.
