Packaging warning with NC dependencies

There is a warning when creating a VAR package when you have PC (Paid Content) dependencies. This is a good thing. Maybe it should not trigger if it's your own paid content, but that's a minor issue.

There is no warning if you create a package under PC license and have dependencies that are under NC (Non Commercial).
There should be one.
